Carnegie Consult advised the Dutch Ministry of Foreign Affairs on the design and implementation of a policy instrument (the Dutch Good Growth Fund – track 1 and 3) that promotes investment and trade of Dutch SMEs in developing countries. The facility was launched in 2014 and provides financing and other financial instruments (such as guarantees and export insurance) to eligible Dutch SMEs. Carnegie’s assignment included an analysis of the complementarity of the facility with existing (policy) instruments, recommendations on financing instruments, terms and implementing partners, and a financial model to assess the facility’s potential to be revolving.
