Carnegie Consult conducted the evaluation of Sida’s use of guarantees for market development and poverty reduction. The objective of the evaluation was to deepen Sida’s knowledge about the guarantee instruments and to make recommendations on for improvements based on lessons learned. Four guarantee interventions were assessed to be able to draw conclusions about expected and desired changes, hurdles and unforeseen problems or possible misconceptions. The four interventions were separately evaluated following the OECD/DAC evaluation criteria with a special focus on retrieving lessons learned. The report can be found here.
